Martial Law in South Korea Ends as U.S. Stresses Rule of Law and Stability

The recent declaration of martial law by South Korean President Yoon Suk-yeol has drawn cautious responses from the United States, reflecting a blend of strategic alliances and concerns about democratic principles. In a significant development, however, mounting domestic and international backlash has led the South Korean government to announce that the martial law will be lifted.

When questioned about the legality and appropriateness of martial law in South Korea, Principal Deputy Spokesperson Vedant Patel1 emphasized the US’s commitment to observing the situation without drawing early conclusions. “We are keeping a close eye on developments,” Patel stated. While asserting that the US hopes South Korea adheres to its own laws and democratic processes, he stopped short of outright condemnation or endorsement of President Yoon’s actions.

The South Korean National Assembly, which had called for an end to martial law, appears to have had its position vindicated with the government’s decision to reverse course. Patel noted that “if the legislature passes a law for the country, then it should be followed,” underscoring the expectation that South Korea’s government and military respect the democratic process.

Despite the turmoil, Patel reaffirmed that the US-South Korea alliance remains “ironclad.” This partnership, vital for countering North Korean threats and maintaining stability in the Indo-Pacific, is not expected to waver. Patel emphasized the importance of the broader strategic relationship with South Korea, even as the US avoided commenting directly on the unfolding crisis.

In light of the martial law declaration, the US reiterated its commitment to universal human rights and democratic freedoms. Asked whether South Korea was respecting these principles, Patel expressed hope for a “peaceful resolution” and underscored the importance of respecting citizens’ rights to peaceful assembly.

US Ambassador to South Korea Philip Goldberg encouraged American citizens in the country to monitor local news and exercise caution but stated that there was no change in the travel advisory level. This measured response highlights the US’s desire to avoid escalating tensions while ensuring the safety of its citizens.

Within 24 hours of declaring martial law, President Yoon, who initially justified the move as necessary to preserve democratic order and counter what he described as destabilizing threats to national security, faced intense public and political backlash, prompting him to swiftly reverse the decision and announce the lifting of the controversial measure.

Secretary of State Antony J. Blinken issued a statement welcoming the decision:

“The United States has watched closely developments over the last 24 hours in the Republic of Korea. We welcome President Yoon’s statement that he would rescind the order declaring emergency martial law in accordance with the ROK Constitution, after the National Assembly’s unanimous vote to reject the declaration. We continue to expect political disagreements to be resolved peacefully and in accordance with the rule of law. We reaffirm our support for the people of Korea and the U.S.-ROK alliance based on shared principles of democracy and the rule of law.”2

The crisis has underscored the resilience of the US-South Korea alliance, which remains pivotal for addressing regional threats, including North Korea’s nuclear ambitions. Patel reaffirmed the U.S.’s commitment to the complete denuclearization of the Korean Peninsula and support for South Korea under the U.S. nuclear umbrella.
